Detailed Description

Define sets of equivalent and exclusive particles.

This is equivalent to having both an EquivalenceSubsetFilterTable and an ExclusionSubsetFilterTable on the same particles, but faster.

It is still kind of nebulous, but as a rough guide, it should be the fraction of the states that are eliminated by the filter.
