[IMP-dev] Extension modules now live in the modules/ subdirectory

If, for example, you were saying "scons em" to build and test the em
module, you should now say "scons modules/em" instead. Otherwise,
everything is as it was before. A nice side effect is that "scons
modules" will now build and test all of the IMP modules.
